Recessions provide business opportunities, and the saas delivery model is certainly one of them. I was read an article yesterday on silicon republic: http://www.siliconrepublic.com/news/article/12089/cio/new-global-saas-marketplace-emerges-from-dublin about a new company, workclouds.com, coming out of Ireland offering one of these new saas marketplaces like Microsoft.
